East London Waste Authority begins to engage the market on its future procurement plans

The East London Waste Authority (ELWA) has started engaging with the market as part of its Procurement and Contract Expiry (PACE) Programme.

ELWA published a PIN on the Find a Tender Service relating to the market engagement on 26 January 2023. ELWA is seeking views from the waste and recycling treatment market on the availability of treatment capacity for a number of different waste streams.  The market engagement opportunity is open until 13 February.

ELWA has a long-term contract in place with ELWA Ltd until December 2027, which is operated by Renewi plc (Renewi).  The Integrated Waste Management Services (IWMS) Contract was awarded under the Private Finance Initiative in 2002, and includes the provision of two mechanical-biological treatment (MBT) facilities for processing residual waste, along with a number of other sites and facilities to support the delivery of other services for which ELWA is responsible.  ELWA achieves a very high landfill diversion rate of over 99%, with only asbestos being sent to landfill.

ELWA has appointed a team of technical, legal and financial advisers to support its PACE Programme.  The technical, legal and finance advisers are respectively WSP Environment & Infrastructure Solutions UK (WSP), Addleshaw Goddard LLP and Grant Thornton UK LLP.

Cllr Dorothy Akwaboah, Chair of ELWA, said:

“The end of the current contract represents a significant opportunity for ELWA to procure new arrangements that support the optimum “whole-system” combination of collection and disposals services for both ELWA and the constituent councils. This will be a high-value and complex programme of work impacting upon many aspects of our services over many years, including waste minimisation, net zero, social value, green recovery, and affordability against an evolving national policy and legislative backdrop.”

Alongside the PACE Programme, ELWA has recently commissioned the Local Government Association to undertake a peer review of the organisation to confirm there is robust governance in place for the Authority’s future.  The review made a number of recommendations, including the establishment of a Procurement Committee, and more detailed proposals to implement the recommendations are now being developed.

ELWA has also been engaging with the Infrastructure and Projects Authority (IPA), as part of the national ‘health check’ programme for PFI contracts approaching expiry.  The IPA has conducted two reviews with ELWA since 2021, and has noted in its earlier findings that ELWA is making good progress with preparing for the expiry of the IWMS Contract and preparing for the delivery of future services.

In addition, ELWA has recently received an unqualified opinion from its auditors Ernst & Young on its financial statements and value for money arrangements.

Consultation on the draft Joint Strategy for East London’s Resources and Waste

The consultation on a new draft Joint Strategy for East London’s Resources and Waste (2027 – 2057) has been launched today, 26th July 2021.

The draft Joint Strategy sets out the strategic aims and ambitions for resources and waste management of the five Partner Authorities, namely the East London Waste Authority (ELWA) and the London Boroughs of Barking and Dagenham, Havering, Newham and Redbridge. The Partner Authorities work together to manage resources (the materials we recycle and donate for reuse) and waste within their boundaries.

The draft Joint Strategy sets out how the Partner Authorities will preserve resources by minimising waste, promoting resource efficiency and recycling and moving towards a circular economy, all of which will help to protect the natural environment and reduce carbon emissions.

The consultation will run for eight weeks, until 20th September 2021. An online survey, along with copies of the draft Joint Strategy and supporting documents can be accessed at: www.eastlondonwaste.gov.uk/jointstrategy

Views gathered from the survey responses and consultation events will be reviewed at the end of the eight week consultation period. Amendments will then be considered and the Joint Strategy will be finalised.

ELWA Reuse and Recycling Centres have re-opened

The East London Waste Authority (ELWA) has re-opened its four Reuse and Recycling Centres (RRCs) from Monday 11 May.  The sites were closed on 24 March in line with government guidance and legislation related to the Covid-19 outbreak.

The four RRCs have been re-opened for residents to make essential journeys to dispose of waste items in their home.  Residents are encouraged to continue to store other items of waste in their homes where possible, or make use of the collection services available in their borough.

The four RRCs are:

Social distancing measures are in place at the RRCs, including restrictions on the number of vehicles allowed onto the sites at any one time, so fewer residents per hour are able to deposit their recycling and waste.

There are changes to access routes and traffic management arrangements in place to minimise the impact on local roads.  These differ from site to site, and residents are strongly encouraged to visit the web page for the RRC they intend to visit to make sure they are familiar with the new arrangements.

There have been some long queues since the sites were re-opened.  Residents are thanked for their patience, and also for unloading their vehicles efficiently once they have been granted access to the RRC.

All four RRCs are operating normal hours, and residents are advised that they should arrive well before closing time.

Residents should take responsibility for reducing the risk of transmitting Covid-19.  No-one with symptoms of Covid-19 or in a period of self-isolation should visit the RRCs, and other residents should wear gloves, bring hand sanitiser and wash their hands thoroughly when they return home.  Site staff will regularly clean handrails and other surfaces.

ELWA Reuse and Recycling Centres to reopen from Monday 11 May

The East London Waste Authority (ELWA) will re-open its four Reuse and Recycling Centres (RRCs) from Monday 11 May.  The sites were closed on 24 March in line with government guidance and legislation related to the Covid-19 outbreak.

Following consultation with the four Constituent Councils (London Boroughs of Barking and Dagenham, Havering, Newham and Redbridge) and the Metropolitan Police, and in line with new government guidance issued on 5 May, the four RRCs will be re-opened for residents to use to deposit waste that is causing a risk of harm at their homes.

Residents are encouraged to continue to store other items of waste in their homes until restrictions on non-essential travel have been released, or make use of the collection services available in their borough.

The four RRCs are:

Covid-19 statement 24 March 2020

 

All East London Waste Authority Reuse & Recycling Centres closed until further notice due to coronavirus.

The four East London Waste Authority (ELWA) Reuse & Recycling Centres are closed from today (Tuesday 24 March) until further notice.

The safety of customers and staff is of the utmost importance, and in accordance with current government coronavirus guidelines on the avoidance of non-essential contact to prevent a risk of infection to others, the sites need to remain closed to the public.

The four sites are:
• Chigwell Road (Redbridge)
• Frizlands Lane (Barking & Dagenham)
• Gerpins Lane (Havering)
• Jenkins Lane (Newham)

It is essential that everyone plays their part in slowing down the spread of the virus. Much of what residents normally bring to the Reuse & Recycling Centres is bulky waste (large items such as furniture, wood and metals) and garden waste. Residents should do what they can to hold onto these items until the sites reopen. Electrical items should not be placed into any other bins, and where possible grass cuttings and hedge trimmings should be composted at home.

Residents and businesses are asked to please not leave any waste outside the Reuse & Recycling Centres. This will be considered fly-tipping, it is illegal, and those who do this will be subject to Fixed Penalty Notices or prosecution. Should you have an essential requirement to dispose of waste, please consult the London Waste Map for alternative tipping locations.

The staff who normally work at the Reuse & Recycling Centres will be redeployed to other areas to maintain essential services, so that collected household waste can continue to be received and properly managed during these unprecedented times. Please note that the Reuse & Recycling Centres may continue to be used by borough vehicles to support these essential waste collection services, but they will not be accessible by members of the public.
